The Kabugawan Festival is a cultural festival that showcases the wide range of the usability of the bamboo which is abundant in the community. It is a week-long celebration that includes bamboo propagation orientations, bamboo crafts skills enhancement activities, bamboo shoots cooking contest, bamboo-inspired beauty pageant and bamboo by-products exhibit which will culminate through a street dance and showdown.

Objectives

1. To boost the economic state of the community through bamboo production and development.
2. To showcase the benefits of bamboo and how it provides sustainable income source for the populace and its role in environmental protection.
3. To promote Samar tourism through bamboo as one eco-tourism product.
4. To educate and instill in the young positive values like love for culture, unity, artistry and respect for the bamboo farmers and bamboo crafts artists.
5.  To provide for the entire community a great opportunity through the spearheading of the LGU and DepEd for cooperation, coordination, and strong partnership among stakeholders.
S---Smart because it embraces the three folds of society.
M---Measurable because it quantifies and highlights the value the festival to the community.
A---Attainable because the raw material is readily available and this concept is so near to the heart of the people as a whole.
R---Realistic because this is what we are as a people, bamboo-like---resilient, pliant, strong, and selfless in all manners.
T---Time-bound because it sets particular days for all the activities, very timely and time-friendly.
  • Economic: The bamboos have diverse uses that can be a source of income to the farm house holds such as bamboo crafts (wall decors, furniture, souvenir items, etc.), posts, poles, and  vegetables (young shoots).
  • Governance/Politics: The Local Government of different municipalities supports the planting of bamboos through the Greening Program using bamboo as the planting material along easement and upland areas. Also, it supports agri-preneurs of bamboo by-products through marketing and promotion. Moreover, the LGU offers livelihood training programs for the bamboo producers.
  • Cultural: The bamboo serves as an artistic material that grows anywhere in the locality and in the Samar Island as a whole. It is used as a decorative material, construction material, as props in varied performances and musical instruments.
